China's 5-year AI plan: China released its five-year plan on March 5th at the opening of National People's Congress, a 141-page technology-forward plan. This plan's centerpiece is an "AI+ action plan" that mandates embedding AI across manufacturing, logistics, healthcare, and education. Breaking down the buzz: Here is what the plan included. AI everywhere: the AI+ action plan wires AI into every major sector Frontier tech bet: quantum computing, humanoid robotics, 6G, and brain-machine interfaces named as strategic priorities with dedicated investments Chip self-sufficiency: state-funded data centers must use domestically produced AI accelerators. 70% self-sufficiency is required by 2030 Record R&D commitment: 3.2% of GDP, the highest target in history in absolute terms. That's equal to the total annual revenue of the world's largest tech companies Rare earth leverage: for the first time China's rare earth position was explicitly named as a competitive weapon, pledging to improve export control. Why this matters The scale of coordinated deployment here is just not easy for other countries to replicate. China is simultaneously directing procurement policy, R&D capital, talent, pipelines, and infrastructure build-out all towards the same set of technology goals. Two points in particular stand out: The chip self-sufficiency. SMIC has already been closing the gap on mature nodes, and Huawei's Ascend chips have advanced faster than most Western analysts expected. The 70% target by 2030 may not be a hit exactly, but the directional commitment is interesting Humanoid Robotics is another interesting area. China has the manufacturing capacity plus labor cost advantages to make automation economically preferable, and now a government mandate strengthens this advantage.
