To fulfill phase 1 he needs:

Control over the above with a chip and stem biased Ai on board, global data and communications capability

To fulfill phase 3 he needs:
Your attention and access to you with tech that makes him needed across borders for when his right hand man status sees no need

To fulfill phase 4 he needs:
Phase 3 money, greater government level influence and a payment platform

To fulfill phase 4 I need:
