Role Summary
The AML Compliance Analyst operates as part of the Second Line of Defence, providing independent oversight and challenge of the organisation's AML/CFT framework, with particular focus on crypto-asset activities regulated under the Markets in Crypto-Assets Regulation (MiCA) and Malta's Prevention of Money Laundering Act (PMLA) and Prevention of Money Laundering and Funding of Terrorism Regulations (PMLFTR). The role supports the MLRO in discharging obligations to the FIAU (as AML/CFT supervisor) and in meeting conduct and prudential expectations set by the MFSA as competent authority for Crypto-Asset Service Providers (CASPs) under MiCA.
Key Responsibilities
- Review and challenge AML escalations from the First Line, including high-risk customers, complex transaction monitoring alerts and crypto-related cases.
- Assess risks involving PEPs, sanctions, adverse media, mixers, privacy coins, unhosted wallets, chain-hopping and high-risk VASP counterparties.
- Use AI-enabled tools to enhance AML monitoring, risk assessment, investigations and the identification of emerging crypto-related financial crime typologies.
- Support the MLRO with suspicious activity assessments, including the preparation and review of draft STRs/SARs and relevant blockchain analysis.
- Review and maintain AML/CFT policies, procedures and standards to ensure compliance with the PMLA, PMLFTR, FIAU Implementing Procedures, MiCA and Travel Rule requirements.
- Oversee AML-related outsourced services, including blockchain analytics, KYC and screening providers.
- Assess the effectiveness of AML risk assessments, customer risk methodologies and transaction monitoring controls, recommending improvements where required.
- Monitor regulatory developments from the FIAU, MFSA, EBA and ESMA and assess their impact on the control framework.
- Analyse AML escalations, emerging typologies and thematic findings for management and Board reporting.
- Support MFSA and FIAU examinations, audits, supervisory engagements and regulatory remediation projects.
- Contribute to MiCA authorisation and ongoing compliance initiatives.
Requirements
- At least three years’ experience in AML or Financial Crime Compliance, including Second Line oversight.
- Experience with crypto-assets, VASPs/CASPs, payments or card products.
- Strong knowledge of Malta’s AML framework, including the PMLA, PMLFTR and FIAU Implementing Procedures.
- Good understanding of MiCA, the Travel Rule under Regulation (EU) 2023/1113 and relevant EBA guidance.
- Familiarity with MFSA CASP authorisation and supervision requirements, and the FIAU’s role as AML/CFT supervisor.
- Experience supporting MLRO activities, including escalation reviews and suspicious activity assessments.
- Knowledge of blockchain analytics tools such as Chainalysis, Elliptic or TRM Labs is advantageous.
- ICA, ACAMS or another relevant professional qualification is advantageous.
- Ability to exercise independent judgement and provide effective challenge to the First Line of Defence.
- Demonstrated ability to use AI responsibly to analyse complex AML data, improve control effectiveness and support well-documented, human-reviewed compliance decisions.
